Its not 'too close' to the shore per sé. It's just too close to the shore to allow for further view distance. If you stood on the dam or something, with a proper view distance like in the above screenshot, you could see the carrier and the anti-projectile shield surrounding it.
And because the location of the carrier couldn't be changed at first, they had to reduce overall view distance to stop that from happening, I think.

I can assure you a lot of minor stuff has been done to the map to make it more playable until Jabal 2 is out.

The problem is that you can hang around the shore whit AAV and hit west beach while being in the projectile shield, which means you cant be hit by enemy APC/HAT/LAT/TOW/anything.
