Yep, I can confirm being a witness to this. I was with Pronk when this happened.

was it on purpose or was it just mumble chat button as I have done it myself speak on mumble to squad to ask were the apc is boom . woops

He didn't make any apology to the three guys he killed in the mainbase, nor did he say that it was an accident. My conclusion then is that he did it on purpose but I could be mistaken. There is always a small chance that it is an accident.

However from the fact that nobody has seen him ever before, he made no apology and didn't say anything about it, is enough for me to conclude that he did it on purpose.

not seen his name before therefore he could be nooby who doesnt know what he was doing! 
new players dont come often in PR, so try help him if he is.
