Trying to get my mate to join PR, but he keeps getting that error. Tried all sorts of registry fixes and stuff, still doesn't work

(for some reason he can play in a Chinese server ;D)

There's something in the BF2 install folder that refers to the CD Key. CD Key activation or something.

It's a known issue, although ages since I came accross it. Google should reveal all.
