Well the first Program wasn't built to program anything but was built as an experiment to see what a program could do! then to his surprise it started programming..

The question is essentially asking how the first program was made, because no programs existed before the first one. Today we use programs (Visual studio/eclipse etc.) to make programs.
Punchcards are indeed an older form of programming and were very widely adopted, but not the first. Originally programs where mechanically made and were pretty much just calculators. Things like this: http://en.wikipedia.org/wiki/File:Babbage_Difference_Engine.jpg
They were only capable of running one program. Calculator operations can be considered very basic programs!.
And some clever people figured out that with these basic operations, they could actually do more advanced things; So began the journey that led us to today's computers. If you want to know more you can ask. Or if this doesn't satisfy your question just ask another.
